DGOJ moves to end operator-by-operator gambling risk detection under new consultation

By The Weekly Edge desk ·

Summary

Spain's gambling regulator has reopened a public consultation, running until 22 October 2026, on a single monthly test that every nationally licensed online operator would have to run to spot players at heightened risk. The test would review the previous 183 days of account activity using thresholds and a probability model built on about 48 features. Players who are flagged must be told why and must engage within 72 hours, with promotions and credit card use barred. The first 2025 consultation drew objections on cost, with operators disputing a €130,000 per-operator estimate, as well as on model accuracy for skill-influenced games and on data protection.

Why it matters

Spain's proposed mandatory monthly risk test would replace operators' own systems, bringing cost disputes, promotion limits for flagged players, and a consultation closing 22 October.
